The Information and Communications Agency and the Postal Services Council received an inquiry from the Minister of Internal Affairs and Communications regarding the Ordinance Proposal to Partially Revise the Access Charge Regulations.

Public comments were accepted from November 17 to December 17, 2009 regarding this ordinance proposal and as a result, a total of two comments were submitted which have been made public.

Outline of the Ordinance Proposal

Because the data is being recalculated each year with the newest data using the long run incremental cost method (LRIC), this ordinance will update the data used for the assessment of 2010 access charges with the newest data available which will be used in the access charge for exchange function of subscribers, a part of the access charges for Category I Designated Telecommunications Facilities established by NTT East and West.
