Announcement of Results from Appeal for Opinions on Establishment of Billing Regulations for Type II Designated Telecommunications Equipment Connections, and Repeat Appeal for Opinions


 On December 14 (Tue), 2010, the Information and Communications Administration and Postal System Administration Council received an inquiry from the Minister of Internal Affairs and Communications concerning “Establishment of Billing Regulations for Type II Designated Telecommunications Equipment Connections.”
 The Section Meeting sought opinions on this ministerial ordinance plan from December 14 (Tue), 2010 to January 13 (Thu), 2011, in response to which four opinions were submitted.
 Accordingly, as well as announcing the results of the initial appeal for opinions, there will now be a repeat appeal for views on the same ministerial ordinance plan and the opinions submitted, which will run from January 19 (Wed) to February 2 (Wed), 2011.


1. Outline

 An inquiry was received from the Minister of Internal Affairs and Communications concerning the establishment of a ministerial ordinance to determine methods for the regulation of billing relating to Type II designated telecommunications equipment connections, in order to introduce new billing systems at businesses that install such equipment, consequent upon revision of the Telecommunications Business Law (Act No. 86 of 1984 Law) by means of Article 5 in the Law (Act No. 65 of 2010 Law) for partial revision of the Broadcast Act, etc.
 An outline of this ministerial ordinance plan can be found in the enclosed documents.

2. Opinions submitted

The details of opinions and their proponents are as per the enclosed documents.
Please note that the opinions submitted ministerial ordinance plan will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the “Public comments” section of the e-Gov coordinated electronic government contact website. These opinions can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Government Building No. 2).

3. Outline of repeat appeal for opinions

Subject of repeat appeal for opinions: “Establishment of Billing Regulations for Type II Designated Telecommunications Equipment Connections” (draft) and opinions submitted (see enclosed documents)
Deadline for submission of opinions in repeat appeal: must arrive no later than 17:00 on February 2 (Wed), 2011 (mailed submissions must also arrive by this date)

4. Schedule

A reply concerning this ministerial ordinance plan will be issued to the Minister of Internal Affairs and Communications once study and deliberation have been carried out based on results from the opinions received in both appeals.
