Results from Appeal for Opinions on "Draft Policy for Materialization of Fee Calculations resulting from Review of Radio Wave Usage Fees"


  From December 9 (Thu) to December 27 (Mon), 2010, the Ministry of Internal Affairs and Communications (MIC) appealed for opinions on "Draft Policy for Materialization of Fee Calculations resulting from Review of Radio Wave Usage Fees."
  The opinions submitted in response to this appeal have now been compiled along with the views of the MIC, and these are announced herein.


1. Background

  In April 2010, the Ministry of Internal Affairs and Communications (MIC) initiated the "Expert Examination Committee for Radio Wave Usage Fee Systems" (Chairman: Norihisa Doi, Professor at Chuo University R&D Dept.), supervised by the Vice Minister for Internal Affairs and Communications (Deputy Director-General of the Information and Communications Bureau), in order to consider revisions of radio wave usage fees in the next term (2011 to 2013); in August 2010, the MIC published a "Basic Policy Plan for Review of Radio Wave Usage fees in the Next Term" with its main contents being the optimization of annual expenditure in terms of the way money is spent, greater promotion of the effective use of radio waves, and the greater influence of radio waves' economic worth on radio wave usage fees.
  In December 2010, the MIC announced a "Draft Policy for Materialization of Fee Calculations resulting from Review of Radio Wave Usage Fees" based on this same basic policy plan, and an appeal for opinions on this Draft Policy was held from December 9 (Thu) to December 27 (Mon), in response to which opinions were received from 38 parties.
  All of the opinions submitted in response to this appeal have now been compiled along with the views of the MIC, and these are announced herein.

2. Results from appeal for opinions

  The "Policy for Materialization of Fee Calculations resulting from Review of Radio Wave Usage Fees" is as per the enclosed documents, based on results from this appeal for opinions, etc. The opinions submitted, along with the views of the MIC, can also be found in the enclosed documents.

3. Schedule

  A Radio Law reform proposal based on this Materialization Policy will be submitted to the ordinary session of the Diet in the next term.
