On January 21, 2011, the Ministry of Internal Affairs and Communications (MIC) and The Association for National Promotion of Digital Broadcasting published the Fourth Edition of the "Plan for Countermeasures in Districts Suffering Poor Reception of Terrestrial Digital Broadcasting" (First Edition published August 2009), which explains on a district level the state of poor reception of terrestrial digital broadcasting (not including poor reception caused by interference and malfunctions).
This Countermeasure Plan (the Fourth Edition) specifies 289,000 new households suffering poor reception. Separate Countermeasure Plans for nearly all of these households (approximately 286,000 households) have already been decided on (ratio of households covered by plans decided on: 99%), and countermeasures are now being taken.
Since August 2009, the Ministry of Internal Affairs and Communications (MIC) and The Association for National Promotion of Digital Broadcasting have been compiling and publishing Countermeasure Plans explaining on a district level the state of poor reception of terrestrial digital broadcasting (not including poor reception caused by interference and malfunctions).
An updated edition (the Fourth Edition) has now been published on the Ministry of Internal Affairs and Communications (MIC) website. Featured are additions highlighting districts that have been newly designated as "suffering poor reception" through surveys on districts suffering poor reception of radio waves from outside the area; shared facilities that have been newly identified as suffering difficulties affecting digitalization; and districts that have been newly designated as "suffering poor reception" through surveys measuring radio waves, particularly in districts where new digital relay stations were opened during 2010.
An outline of the Fourth Edition of the Countermeasure Plan can be found in the enclosed documents.
Please note that the 11,188 relay stations published in the "Terrestrial Digital Television Broadcasting Relay Station Roadmap," which indicated a servicing plan for digital relay station, were open (see note) for the whole of 2010.
A "List of Newly Serviced Digital Relay Stations" covering those stations not published in the "Terrestrial Digital Television Broadcasting Relay Station Roadmap," but which have nevertheless been added in the use of countermeasures against poor reception, is published in the attached Countermeasure Plan table.
Note: The 10 stations in Minamidaitoujima and Kitadaitoujima, Okinawa prefecture, will be opened after the the undersea cable currently being serviced becomes active. At present, countermeasures against poor reception of terrestrial digital broadcasting are being received in both islands.
Please note that the Countermeasure Plan is subject to periodic updates, with the next new edition scheduled to be published in April.
