Appeal for Opinions concerning Ministerial Ordinance Plans for Partial Revision of Wireless Equipment Regulations and Each Regulation relating to Technical Standards Compliance Verification, etc. in Special Wireless Equipment

System maintenance accompanying speed increases in broadband mobile wireless systems

  In order to perform system maintenance accompanying speed increases in broadband mobile wireless system, the Ministry of Internal Affairs and Communications (MIC) has drawn up ministerial ordinance plans, etc. for the partial revision of wireless equipment regulations (1950 Radio Regulatory Council Regulation No. 18) and each regulation relating to technical standards compliance verification, etc. in special wireless equipment (1981 Ministry of Posts and Telecommunications Ordinance No. 37).
  Accordingly, an appeal for opinions on these reform proposals will be held from January 22 (Sat) to February 21 (Mon), 2011.


1. Background

  Broadband mobile wireless access systems were instituted in 2007 to meet increasing user needs for high-speed wireless Internet and are now widely used, but hopes have increased for further enhancement of systems implementing faster transmission speeds, etc. for communication environment improvements and efficient area expansion, etc.
  It was under these circumstances that the Information and Communications Council Technology Subcommittee commenced deliberation on "technical requirements for increased speed of broadband mobile wireless access systems (excluding the FWA System)" on September 16, 2010, with a partial report received on December 21, 2010.
  Based on this partial report, the MIC intends to revise wireless equipment regulations along with each regulation relating to technical standards compliance verification, etc. in special wireless equipment and connected bulletins, in order to establish technical requirements for increased speed of broadband mobile wireless access systems (excluding the FWA System).

2. Outline of public appeal for opinions

  • Bulletin Plan for Partial Reform of 2007 Ministry of Internal Affairs and Communications Bulletin No. 651 (see enclosed document for new-old comparison table)
  • Bulletin Plan for Partial Reform of 1981 Ministry of Posts and Telecommunications Ordinance No. 72 (see enclosed document for new-old comparison table)

  These reform proposals (new-old comparison tables) can be inspected at the contact address provided at the end of this document, and will also be published in the "Reports and documents" area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the "Public comment" field of e-Gov, the electronic coordinated government contact website.


(2) Deadline for submission of opinions

  Must arrive no later than 17:00 on February 21 (Mon), 2011 (mailed submissions must also arrive by this date)

3. Schedule

The relevant laws and ordinances will be revised based on the opinions received and the reply from the Radio Regulatory Council.
