Official announcement of "Final Action Plan for Complete Digitalization" and "Final National Movement Towards Complete Digitalization"


  The Ministry of Internal Affairs and Communications (MIC), together with broadcasting businesses, manufacturers, local public bodies and other authorized people, has decided on a "Final Action Plan for Complete Digitalization" and "Final National Movement Towards Complete Digitalization" to actively promote policy for appropriate support of initiatives and sender/receiver issues in implementing the complete digitalization of television broadcasting.

1. Purpose and background, etc.

  Terrestrial digital television broadcasting commenced in the three main areas of Japan (the Kanto, Chukyo and Kinki regions) in December 2003, with the service commencing across all prefectures and at all broadcasting businesses' master stations in December 2006.
  The Association for Promotion of Digital Broadcasting (Chairman: Tadashi Okamura, Society President of The Japan Chamber of Commerce and Industry) decided on an "Action Plan for the Promotion of Digital Broadcasting," describing in 10 steps the matters for authorized people (members of the Association) to implement and their schedule for doing so, and these authorized people went on to promote terrestrial digital television broadcasting.
  In addition, the Terrestrial Digital Broadcasting National Movement Headquarters (Director-general: Yoshihiro Katayama, Minister of Internal Affairs and Communications) accelerated promotion of the complete digitalization of television broadcasting from citizens' perspectives by developing a national movement uniting all authorized people.
  Terrestrial digital television broadcasting is spreading well as result, but with analog broadcasting to be terminated in July 2011, it has become necessary the authorized people to strengthen their respective initiatives in the remaining limited period of half a year (181 days) in order to ensure that the migration to digital broadcasting is made without any problems.

2. Decision on "Final Action Plan for Complete Digitalization" and "Final National Movement Towards Complete Digitalization," and official announcement

  On January 24, 2011, decisions were reached concerning a "Final Action Plan for Complete Digitalization," which compiles matters to be tackled by authorized people in the final stage aimed at complete digitalization of television broadcasting by July 2011, and a "Final National Movement Towards Complete Digitalization" for accelerated promotion of complete digitalization of television broadcasting from citizens' perspectives.
