Appeal for Opinions on Revision Plan for NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements

Reform of Next Generation Network connection fees in FY 2011

 On January 25, 2011, the Information and Communications Administration and Postal System Administration Council received from the Minister of Internal Affairs and Communications an inquiry concerning “the approval of revisions to NTT East and NTT West Type 1 designated telecommunications equipment connection agreements (reform of Next Generation Network connection fees in FY 2011).”
 An appeal for opinions on this revision plan will be held from January 26 (Wed) to February 17 (Thu), 2011.


1. Outline of revision plan

 Connection agreements for the following four features of NTT East and NTT West's Next Generation Network (NGN) will be revised to establish FY 2011 connection fees.
 1. General accommodation station  router connection routing transmission feature (accommodation station connection feature)
 2. Gateway switch connection routing transmission feature (IGS connection feature)
 3. General relay station router connection routing transmission feature (relay station connection feature)
 4. Ethernet frame transmission feature (ethernet connection feature)

 The outline of this revision plan is as per the enclosed documents.

2. Outline of appeal for opinions

 Subject of appeal for opinions: “Plan for Partial Revision of Contract Agreements for Connections with Type I Designated Telecommunications Equipment Based on Items 2 and 7 of Article 33 of the Telecommunications Business Law” (NTT East: new-old comparison table (tariff) and basis of calculation (network usage fees); NTT West: new-old comparison table (tariff) and basis of calculation (network usage fees)) and “About the Relation between Connection Fees and User Fees”
 Deadline for submission of opinions: must arrive no later than 17:00 on February 17 (Thu), 2011 (mailed submissions must also arrive by this date)

 Please note that the subject of the appeal for opinions will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the “Public comments” section of the e-Gov coordinated electronic government website. Opinions can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Gov't. Building No. 2).

3. Schedule

 A report on this revision plan will be sent to the Minister for Internal Affairs and Communications, based on study and deliberation of the opinions submitted during this appeal.
