Reply from Information and Communications Administration and Postal System Administration Council concerning Partial Revision of Connection Fee Regulations


 On January 25, 2011, the Ministry of Internal Affairs and Communications (MIC) received from the Information and Communications Administration and Postal System Administration Council (Chairman: Atsushi Takahashi, Chairman of Board of Directors at Sumitomo Trust and Banking Company, Ltd.) a reply concerning partial revision of connection fee regulations (Inquiry No. 3026, dated November 16, 2010).
 Based on this reply, the MIC will promptly revise connection fee regulations, etc.


1. Outline of ministerial ordinance plan

 On April 27, 2010, the MIC sent an inquiry to the Information and Communications Council concerning the “Calculation of Connection Fees in FY 2011 and Beyond Based on the Long-term Incremental Expense System,” and a reply to this inquiry was received on September 28, 2010.
 Based on the Council's reply, this partial revision of connection fee regulations, etc. will be carried out to service regulations as required in order to take the measures listed below, concerning connection fee calculation methods for subscriber exchange features, etc. in Typ1 designated telecommunications equipment installed by NTT East and NTT West.
 
 (1) Partial revision of calculation methods accompanying improvement of Long-Run Average Incremental Cost (LRIC) model
 (2) Updates to each input value used in calculation of FY 2011 connection fees
 (3) Continued factoring-in of the connection fee cost price of RT-GC transmission line cost to NTS cost, etc.

 The Council's reply is as per the enclosed document.

3. Schedule

 Based on the Council's reply, the Ministry of Internal Affairs and Communications (MIC) will promptly revise connection fee regulations (2000 Ministry of Posts and Telecommunications Order No. 64) and the ministerial ordinance for partial reform of connection fee regulations (2005 Ministry of Internal Affairs and Communications Order No. 14).
