The Ministry of Internal Affairs and Communications (MIC) will open a “Regional ICT Activation Panel Discussion” chaired by the Minister of Internal Affairs and Communications for the purpose of considering regional activation through ICT (Information and Communications Technology) aimed at resolving regional issues.
1. Background and purpose
While there are hopes that the potential of ICT can be demonstrated to resolve the issues faced by regional communities, such as depopulation, aging, and reduced employment opportunities, etc., the reality of the situation is that Japan has been slow in making beneficial use of ICT and there are insufficient links between ICT and the resolution of regional issues. Therefore, this panel discussion will be opened with the purpose of considering how to achieve regional activation along the ICT axis so as to comprehensively promote the activation of “standalone regions” conceived and executed by regions themselves, while respecting the independence and self-reliance of these regional communities.
2. Matters to be considered
(1) Systems for the promotion of beneficial ICT use in regions
・Promotion by beneficial ICT use by regions, and the role of Japan, etc.
(2) Promotional policy for beneficial ICT use by end-users (local citizens) in important fields
・Strengthening regional safety and security with health care nursing, disaster prevention measures, etc.
・Promotions to encourage local industries, tourist industries, etc.
・Promoting computerization of farming, fishing and forestry
・Promoting the participation of senior citizens, disabled persons and others in society planning, etc.
