The Ministry of Internal Affairs and Communications (MIC) has drawn up a partial reform proposal for Radio Law-related inspection standards accompanying the Radio Law reform included in the Law (Act No. 65 of 2010 Law) partially revising the Broadcast Act, etc.
Accordingly, an appeal for opinions on this reform proposal will be held from January 27 (Thu) to February 25 (Fri), 2011.
1. Background
The Law for partial revision of the Broadcast Act, etc., including Radio Law reform, came into existence at the 176th National Diet and was promulgated on December 3, 2010.
This same law dictates that the provisions set forth in Additional Clause 2 in Article 1 are to be enforced on March 1, 2011, and plans for partial revision of Radio Law-related inspection standards have been drawn up to service the necessary provisions.
Accordingly, a broad appeal for opinions on the relevant reform proposals will now be conducted.
2. Outline of reform proposal
(1) For small scale base stations for mobile phones, etc. that are installed indoors (femtocell base stations, etc.), the proposal establishes inspection standards for comprehensive license procedure.
(2) The proposal also services other regulations as necessary.
3. Outline of appeal for opinions

(2) Deadline for submission of opinions
Must arrive no later than February 25 (Fri), 2011 (mailed submissions must also arrive by this date)

4. Schedule
The MIC will promptly carry out partial reform of Radio Law-related inspection standards, based on the opinions received.
