Termination of Analog Frequency Countermeasure Work - Countermeasures to Secure Terrestrial Digital Broadcasting Frequencies

  In order to secure frequencies used by terrestrial digital broadcasting, the Ministry of Internal Affairs and Communications (MIC) implemented “analog frequency modification countermeasure work” for approximately 10 years beginning in 2001, but as the scheduled measures have been completed, designated organizations’ call center and construction work has ended as of January 31, 2011.


  These countermeasures ensured continuous viewing of analog broadcasting while 11,300 digital broadcasting stations were opened nation-wide by the end of December 2010.



  Due to the need for partial modification of frequencies already used by analog broadcasting when establishing frequencies for use by terrestrial digital broadcasting, based on the June 2001 “Law for Partial Revision of the Radio Law” (2001 Law, Act No. 48), the Ministry of Internal Affairs and Communications (MIC) in August of the same year designated the Association of Radio Industries and Businesses to act in place of the Japanese Government (as a designated modification countermeasure organization for specified frequencies) by implementing “analog frequency modification countermeasure work” (special frequency modification countermeasure work) for a period of approximately 10 years, during which time it worked to provide payment to those who installed reception equipment for further frequency modulation as well as to broadcasting businesses conducting frequency modifications, etc.
  With a fixed demarcation applied to the base stations of digital relay stations at the end of December 2010, the designated organizations’ call center and construction work has ended as of January 31, 2011.
  Hereafter, the designated organizations will be authorized by the Minister of Internal Affairs and Communications based on Radio Law regulations, with work to be abolished by the end of March 2011 and then taken over by the Minister of Internal Affairs and Communications.
  A summary of the implemented analog frequency modification countermeasure work is as follows:
  (1) Sender countermeasures (modification of frequencies, etc. of analog broadcasting stations) 1,166 station locations
  (2) Receiver countermeasures (channel reestablishment and antenna replacement/adjustment, etc. for television receivers)
  Approximately 4.71 million households
