Preliminary Announcement concerning Public Appeal for R&D Proposals in Information and Communications Technology Field to be Newly Implemented from FY 2011

The Ministry of Internal Affairs and Communications (MIC) carries out commissions to implement R&D subjects in the ICT field that are important for the sake of contributing to the resolution of global problems, the realization of a safe and secure society based on health and longevity, the strengthening of international competitiveness, etc. This preliminary announcement details the scheduled public appeal period (see below) for R&D subjects to be newly implemented from FY 2011. This preliminary announcement is given to ensure that R&D can commence without delay in FY 2011, but as it will be incorporated in the FY 2011 draft budget, please understand that contents, etc. will be subject to change.


1. Outline of R&D subjects to be newly implemented from FY 2011

From FY 2011, research and development is scheduled to be implemented in the following three subjects.

II R&D for cyber-attack predictions and rapid response technology by means of international cooperation See enclosed documents

2. Start and duration of public appeal (tentative)

The public appeal is scheduled to commence at the end of February 2011 and will last for approximately one month. Please note that before conducting the public appeal there will be another announcement, and this will be published on the Ministry of Internal Affairs and Communications (MIC) website.


3. Application process

  1. Before applying, please first register in the Cross-Ministerial R&D Management System (hereinafter, “e-Rad”).
    • In advanced registration, please carry out “research institution registration” and “researcher registration.” The registration process can take upwards of two weeks, so please do not leave it too late to register.
    • e-Rad can be found at http://www.e-rad.go.jp/
  2. When applying, you will need to complete an “electronic application via e-Rad” and also submit a “written proposal” to the person in charge at the Ministry of Internal Affairs and Communications (MIC).
  3. A proposal outline, etc. will be published on the Ministry of Internal Affairs and Communications (MIC) website as soon as arrangements are complete.

4. Schedule

The following is a hypothetical schedule.

End of February
to end of March
Public appeal for R&D proposals
Beginning of April
to end of April
External assessments, followed by selection of research institutions as commission candidates based on these assessments
Beginning of May Notifications of selection/non-selection sent out Results from public appeal published on Ministry of Internal Affairs and Communications (MIC) website
After notification of selections Prompt execution of contracts and commencement of R&D as soon as research institution regulations are complete
