“Panel Discussion Towards Strengthening Innovative Digital Content Resources” to be held

  Together with contributing to new growth through the “Cool Japan Promotion Strategy,” the Ministry of Internal Affairs and Communications (MIC) will now open a “Panel Discussion Towards Strengthening Innovative Digital Content Resources” (chaired by the Vice Cabinet Minister of Internal Affairs and Communications) with goal of examining various policies promoting the production and distribution of content supporting recent technological progress, etc.


1. Background and purpose

  The production and distribution of digital content is contributing greatly to improved quality of life for citizens and the realization of new economic growth, while the new growth strategy (cabinet decision of June 18, 2010) devises a “Cool Japan Promotion Strategy” to apply the software power of Japanese content, etc. with the aim of achieving “status as a global content superpower, Japanese brand penetration, and stronger competitive power on a global scale through increased value.”
  Additionally, in October 2009 the Ministry of Internal Affairs and Communications (MIC) initiated the “Section Meeting for Study of International Competitiveness Reinforcement” as part of the “Task Force for ICT Policy in a Global Era,” which in December 2010 issued its final report, entitled “Strengthening Innovative Digital Content Resources.” Together with recent diversification and increased sophistication of user needs, the rapid progress of Information and Communications Technology (ICT), etc., there is also now rapid progress in the diffusion and expansion of new content such as new forms of e-book and PDA content as well as 3D imaging content, etc.
  In view of this, while following up to ensure that “Strengthening Innovative Digital Content Resources” occurs by implementing new growth through the maintenance and reinforcement of the international competitiveness of the Japanese content industry, this Panel Discussion will be held for the purpose of studying various policies promoting the production and distribution of content supporting technological progress, etc.

  • (1) State of overseas expansion of content
  • (2) Enhancement of training for content-related personnel
  • (3) Promotion of beneficial use of content assets based on technological progress, etc.
  • (4) Economical stimulation through beneficial use of content
  • (5) Maintenance of content distribution environments, etc.
