The Ministry of Internal Affairs and Communications (MIC) has drawn up a plan for partial revision of Broadcast Act enforcement regulations accompanying revision of the Broadcast Act (enforced within six months after promulgation of the law) included in the law partially revising the Broadcast Act (Act No. 65 of 2002 Law).
Accordingly, an appeal for opinions on this reform proposal will be conducted from February 16 (Wed) to March 17 (Thu), 2011.
1. Background
The Law for partial revision of the Broadcast Act, etc., including Radio Law reform, came into existence at the 176th National Diet and was promulgated on December 3, 2010.
This same law dictates that the provisions set forth in Additional Clause 3 in Article 1 are to be enforced within six months from the date of promulgation (December 3, 2010), and a plan for partial revision of Broadcast Act enforcement regulations has been drawn up to service the necessary provisions.
Accordingly, a broad appeal for opinions on the relevant reform proposals will now be conducted.
2. Outline of plan for partial revision of Broadcast Act enforcement regulations
Procedure for reports and official announcements to broadcast program deliberation organizations, concerning the classification of programs and broadcasting times for each classification of television broadcasting, etc. conducted by broadcasting organizations, will be established as follows.

(1) Broadcast programs for reports and official announcements
・ Reports and official announcements to broadcast program deliberation organizations, concerning the classification of programs and broadcasting times for each classification, will be made for each half-term every fiscal year, with programs in the third week of every month during this period classified according to the following partitions: “cultural programs,” “educational programs,” “news programs,” “amusement programs” and “other broadcast programs (mail order programs, etc.).”

(2) Frequency and method of reports and official announcements
・ Reports and official announcements will be made every half-term (that is, twice every fiscal year), and these official announcements will be published on websites, etc.

4. Schedule
The relevant laws and ordinances will promptly be revised based on Broadcast Act enforcement regulations.
