On February 15, 2011, the Ministry of Internal Affairs and Communications (MIC) received a reply from the Information and Communications Council (Chairman: Takuma Otoshi, Chairman of IBM Japan) concerning points at issue and countermeasures after the servicing of domestic technical standards accompanying Appendix 10, Revision 85 of the Convention on International Civil Aviation.
1. Background
Effective use is being made of aeronautical radio communication as an essential means of communication to ensure the safe operation of aircraft. However, the Aviation and Maritime Radio Communication Committee has deliberated over and reported on points at issue and countermeasures after the servicing of domestic technical standards accompanying Appendix 10, Revision 85 of the Convention on International Civil Aviation, which is established by the International Civil Aviation Organization (ICAO), and a reply was received on February 15, 2011 entitled “Points at Issue and Countermeasures after the Servicing of Domestic Technical Standards, according to ICAO Advice concerning Radio Communication.”

Based on this report, the MIC will promptly service the related regulations.

The Convention on International Civil Aviation is a treaty aimed at sound and economical administration of the international air transport industry as well as systematic development and safety for international civil aviation. The annex to this treaty establishes recommendations and international standards for international air transport, and annex 10 states regulations for aviation communication.
