Results from Appeal for Opinions on Revision Plan for NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements, and Repeat Appeal for Opinions

Reform of connection fees in FY 2011 based on actual cost system

  On January 25, 2011, the Information and Communications Administration and Postal System Administration Council received from the Minister of Internal Affairs and Communications an inquiry concerning “the approval of revisions to NTT East and NTT West Type 1 designated telecommunications equipment connection agreements (reform of connection fees in FY 2011 based on actual cost system).”
  An appeal for opinions on a plan revising these connection agreements was held from January 26 to February 17, 2011, in response to which six opinions were submitted.
  As well as publishing results from this initial appeal for opinions, a repeat appeal will be held from February 19 (Sat) to March 4 (Fri), 2011.

1. Outline of revision plan

This plan is for the reform of connection fees in FY 2011 with the application of the actual cost system for exclusive lines, etc., as well as for reform of other processing costs, etc.

2. Opinions submitted

Details of the opinions submitted and their proponents are as per the enclosed documents.
Please note that the submitted opinions will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the “Public comments” section of the e-Gov coordinated electronic government website, and can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Gov't. Building No. 2).

3. Outline of repeat appeal for opinions

Subject of repeat appeal for opinions: “Plan for Partial Revision of Contract Agreements for Connections with Type I Designated Telecommunications Equipment Based on Items 2 and 7 of Article 33 of the Telecommunications Business Law” and “About the Relation between Connection Fees and User Fees”
Deadline for submission of opinions: must arrive no later than 17:00 on March 4 (Fri), 2011 (mailed submissions must also arrive by this date)

4. Schedule

A report on this revision plan will be sent to the Minister for Internal Affairs and Communications, based on study and deliberation of the opinions submitted during the initial and repeat appeals.
