Appeal for Opinions on Partial Revision Plan for Relevant Ministerial Ordinances Accompanying Partial Enforcement of Law for Partial Revision of Broadcast Act, etc.

 

  The Ministry of Internal Affairs and Communications (MIC) has drawn up a partial revision plan for ministerial ordinances relating to a review of the periodic inspection system for radio stations, which was included in the Law for Partial Revision of the Broadcast Act (Act No. 65 of 2010 Law).
  Accordingly, a broad appeal for opinions on the relevant reform proposals will be held from March 3 (Thu) to April 1 (Fri), 2011.


1. Background

  The Law for Partial Revision of the Broadcast Act, etc., including Radio Law reform, came into existence at the 176th National Diet and was promulgated on December 3, 2010.
  The same Law also dictates that, except for provisions set forth in the first article of supplementary provisions, enforcement is to be carried out within nine months from the date of the promulgation of the Law (December 3, 2010), and accordingly the MIC has drawn up a partial revision plan for the relevant ministerial ordinances in order to carry out maintenance, etc. of the periodic inspection system for radio stations.
  Accordingly, there will now be a broad appeal for opinions on the relevant reform proposals.


2. Outline of reforms

  These reforms provide for the Minister of Internal Affairs and Communications to abbreviate periodic inspections by means of the enforcement of the Law for Partial Revision of the Broadcast Act, etc.; introduce a system for registration inspection businesses, etc.; and establish the range of radio stations that are subject to inspections, the documents to be submitted, and style of the items to be recorded.

Revision of the related laws and ordinances will be conducted based on the opinions received and the reply from the Radio Regulatory Council.
