Announcement regarding State of Incidence of Unauthorized Access and Research and Development of Technologies relating to Access Control Functions

 

1. Background

  Based on Clause 1 of Article 7 in the "Act on the Prohibition of Unauthorized Computer Access" (Act No. 128 of 1999; hereinafter, "Act Against Unauthorized Access"), the National Public Safety Commission, Minister of Internal Affairs and Communications and Minister of Economy, Trade and Industry are making official announcements on the state of the research and development of technologies relating to access control functions.

Article 7  In order to play a part in safeguarding against deeds of unauthorized access of special computers endowed with access control functions, the National Public Safety Commission, Minister of Internal Affairs and Communications and Minister of Economy, Trade and Industry shall at least once every year issue official announcements concerning the state of the incidence of deeds of unauthorized access along with the state of research and development of technologies relating to access control functions.
2.  As well as the matters established in the preceding paragraph, the State must work to spread public awareness and information concerning safeguards against deeds of unauthorized access of special computers endowed with access control functions.

2. Contents of official announcement

  • State of incidence of unauthorized access

      The state of the incidence of unauthorized access during the period of January 1 to December 31, 2010 is as per the enclosed official announcement.

  • State of the research and development of technologies relating to access control functions

      The enclosed official announcement also details the state of the research and development of technologies relating to access control functions at the National Public Safety Commission/Ministry of Internal Affairs and Communications (MIC)/Ministry of Economy, Trade and Industry (METI), as well as the state of similar research and development at surveyed private-sector corporations.
