Appeal for Opinions on Draft Verification Results Based on Competition Safeguard System (FY 2010)

 

  Prior to periodic verifications based on the competition safeguard system in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for opinions from September 10 to October 8, 2010, as well as a repeat appeal from October 15 to November 12, 2010.
  Verifications were carried out based on opinions received during the above-mentioned appeals, and draft verification results based on the competition safeguard system (FY 2010) (hereinafter, "draft verification results") have now been compiled. Accordingly, a further appeal for opinions on this draft will be held from March 5 (Sat) to April 4 (Mon), 2011.


1. Background

  The Ministry of Internal Affairs and Communications (MIC) has been making use of the Competition Safeguard System since 2007 with the aim of periodically verifying the effectiveness of successive fair competition requirements involving the NTT Group and designated telecommunications equipment systems (including items involving systems for business application approval).
  From September 10 to October 8 (Fri), 2010, prior to periodic verification of the System in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) sought opinions on each of the items to be verified as established in the Guidelines for Application of Competition Safeguard System (decided on and published in April 2007, and reformed in July 2008). Also, a repeat appeal for opinions was conducted from October 15 to November 12, 2010.
  The Ministry of Internal Affairs and Communications (MIC) carried out verifications based on opinions received during the above-mentioned appeals, and draft verification results have now been compiled, so an opinions on this draft will be sought from March 5 (Sat) to April 4 (Mon), 2011.


2. Outline of appeal for opinions

Subject of appeal for opinions: Draft Verification Results Based on Competition Safeguard System (FY 2010)
Submission deadline: Must arrive no later than 17:00 on April 4 (Mon), 2011 (mailed submissions must also arrive by this date)

  Please note that this plan can be inspected at the address provided at the end of this document, and will also be published in the "Reports and documents" area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the "Public comment" field of e-Gov, the electronic coordinated government contact website.


3. Schedule

  The Ministry of Internal Affairs and Communications (MIC) will promptly compile and publish verification results based on the opinions received in relation to the draft verification results, and will report to the Information and Communications Administration and Postal System Administration Council.
