Appeal for Opinions on Reform Proposal concerning "Guidelines for Application of Designated Type II Telecommunications Equipment System"

 

  The Ministry of Internal Affairs and Communications (MIC) has drawn up a reform proposal for the "Guidelines for Application of Designated Type II Telecommunications Equipment System" (hereinafter, "guidelines").
  Accordingly, there will be an appeal for opinions on this reform proposal from March 5 (Sat) to April 4 (Mon), 2011.


1. Background

  The Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications Council dated October 16, 2009, entitled "State of Connection Rules in Response to Environmental Changes in the Telecommunications Market," and on March 29, 2010 the MIC created guidelines in order to clarify thinking with regards to the connection fee calculation methods and unbundling, etc. of telecommunications carriers installing Designated Type II Telecommunications Equipment.
  The MIC has now drawn up a reform proposal for guidelines based on the opinions received in the (FY 2010) appeal for opinions concerning the application of the Competition Safeguard System, and opinions on this reform proposal will be held from March 5 (Sat) to April 4 (Mon), 2011.


2. Outline of appeal for opinions

  Subjects of appeal for opinions: Guideline Reform Proposal (see enclosed documents) and new-old comparison table (see enclosed documents)
  Submission deadline: Must arrive no later than 17:00 on April 4 (Mon), 2011 (mailed submissions must also arrive by this date)

  Please note that the subjects of appeal for opinions can be inspected at the address provided at the end of this document, and will also be published in the "Reports and documents" area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the "Public comment" field of e-Gov, the electronic coordinated government contact website.


3. Schedule

  The guidelines will promptly be reformed based on the opinions received.
