On March 9, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Hiroshi Harashima, emeritus professor at the University of Tokyo) concerning a bulletin plan for partial reform of the Broadcast-use Frequency Utilization Plan (1988 Ministry of Posts and Telecommunications Bulletin No. 661), and a reply was received from the Council stating its approval of the original plan.
Also, a broad appeal for opinions on this bulletin plan was held from February 2 to March 3, 2011, in response to which one opinion was received, and the details of this opinion along with the views of the MIC are officially announced herein.
Accordingly, based on the Council's reply and results from the appeal for opinions, the Broadcast-use Frequency Utilization Plan will promptly be modified.
1. Reasons for modification
At present, there is poor reception of terrestrial digital television broadcasting in some regions around the coast of Seto Inland Sea in Iyo City and Oozu City, Ehime Prefecture.
In order to make possible the reception of terrestrial digital television broadcasting in these regions, the Broadcast-use Frequency Utilization Plan will now be modified to facilitate the opening of a terrestrial digital television broadcasting relay station in Aoshima (Nagahama-cho, Oozu City, Ehime Prefecture) after the termination of terrestrial analog television broadcasting.
Please note that temporary satellite countermeasures will be carried out until the relay station is opened after the end of analog broadcasting.

3. Reply, and results from appeal for opinions
(1) On March 9, 2011, an inquiry was submitted to the Radio Regulatory Council concerning this bulletin plan, and a reply was received from the Council stating its approval of the original plan.
(2) A broad appeal for opinions on this bulletin plan was held from February 2 to March 3, 2011, in response to which one opinion was received, and the details of this opinion along with the views of the MIC are as per the attachments.
4. Schedule
Based on the Council's reply and results from the appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly modify the Broadcast-use Frequency Utilization Plan.
