Reply from Radio Regulatory Council concerning Comprehensive Licenses for Special Radio Stations belonging to Four Companies including NTT DoCoMo, Inc.

 

  On March 9, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Hiroshi Harashima, emeritus professor at The University of Tokyo) regarding requests from four companies including NTT DoCoMo, Inc. (Representative Director and President: Ryuji Yamada) for comprehensive licenses for special radio stations, and a reply was received from the Council stating its approval of these requests.


1. Outline of requests and examination

  Based on regulation 2 in Article 27 of the Radio Law (1950 Law, Act No. 131), the following five requests* were received from four companies including NTT DoCoMo, Inc.

(1) Request from NTT DoCoMo, Inc. for comprehensive licenses for special radio stations relating to base stations (3G femtocell base stations) utilizing 2GHz-band frequencies (see enclosed documents for outline)
(2) Request from NTT DoCoMo, Inc. for comprehensive licenses for special radio stations relating to base stations (3G and LTE indoor small base stations (non-femtocell)) (see enclosed documents for outline)
(3) Request from KDDI Corporation and Okinawa Cellular Telephone Co. for comprehensive licenses for special radio stations relating to base stations (3G femtocell base stations) utilizing 2GHz-band frequencies (see enclosed documents for outline)
(4) Request from Softbank Mobile Corp. for comprehensive licenses for special radio stations relating to base stations (3G femtocell base stations) utilizing 2GHz-band frequencies (see enclosed documents for outline)
(5) Request from EMOBILE Ltd. for comprehensive licenses for base stations (3G indoor small base stations) utilizing 1.8GHz-band frequencies (see enclosed documents for outline)

  After examining these requests, all five were found to be compatible with each of the four regulations in Article 27 of the Radio Law.

*These requests are for the March 1, 2011 partial revision of the Law for Partial Reform of the Broadcast Act, etc. to make it possible to receive comprehensive licenses for some base stations for mobile telephones, etc.


2. Reply from Radio Regulatory Council

  On March 9, 2011, an inquiry was submitted to the Radio Regulatory Council based on regulation 4 of clause 11.1 in Article 99 of the same Law, and a reply was received stating that comprehensive licenses should be granted as per the requests outlined in the inquiry.


3. Schedule

  Comprehensive licenses will promptly be granted at each Regional Bureau of Telecommunications as well as at the Okinawa Office of Telecommunications, based on the reply received from the Radio Regulatory Council.
