Outcome of Third Japan-ASEAN Information Security Policy Meeting

 

  The "Third Japan-ASEAN Information Security Policy Meeting" (hereinafter, "Policy Meeting") was held from March 7 to 8, 2011. (*1) This Policy Meeting facilitated an exchange of information with the aim of strengthening international cooperation and initiatives between Japan and the ASEAN countries (*2) in the information security field, which is a foundation of socio-economic activity, and it achieved this by further promoting cooperation in information security policy and public awareness, etc.
*1 The First Policy Meeting was held in Tokyo in February 2009, and the Second Policy Meeting was held in Bangkok, Thailand in March 2010.
*2 The 10 countries are: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, Singapore, and Vietnam.


1. Outline

  Together with contributing to improved regional information security levels in the information security field, which is a foundation of socio-economic activity, there was also an exchange of ideas aiming to strengthen Japan-ASEAN relations and expand international exchange for the enhancement of international cooperation and initiatives with ASEAN countries. Speakers: Japan (Ryozo Hayashi, Professor at University of Tokyo Graduate School) and Malaysia (Maz Malek, Head of Communications Department at Ministry of Information, Communication and Culture)
Attendees: Assistant Vice-Ministers and Office Chiefs, etc. from economy-, investment- and telecommunications-related government ministries in the 10 ASEAN affiliate countries (referred to attached documents)
        Assistant Vice-Ministers from the ASEAN secretariat and Japan's Cabinet Secretariat, Ministry of Internal Affairs and Communications (MIC), and Ministry of Economy, Trade and Industry (METI)


3. Main results

  The Government took the lead and continued to share its recognition of the importance of promoting information security countermeasures. Also, discussions were held concerning common regional challenges and solution policy, etc. (construction of secure information and communications utilization environments and business environments) and it was agreed that Japan-ASEAN shared public awareness initiatives, etc. should be promoted as specific items for cooperation. In addition, it was declared that Japan would contribute to the study of information security frameworks, etc. to be created in future by ASEAN.


An outline of the discussions is as follows.


(1) Information security strategy
  From Japan and ASEAN there were announcements and exchanges of ideas concerning national strategy for information security, support for new environments and technologies, improved ability to deal with cyber incidents, citizens' public awareness, and the strengthening of international cooperation were raised as important challenges.


(2) Promotion of cooperation between government and people
  Together with recognizing the importance of promoting information security countermeasures in essential infrastructures and corporations that form the basis of society, such as information and communications, electricity, water supply, etc., there was shared mutual best practice concerning initiatives for infrastructure protection that is important across these fields.
  In the vision for cooperation between government and people in the information and communications field, there were introduced ASEAN initiatives relating to cooperation with telecommunications carriers, international cooperation initiatives between ISP businesses, and Japanese initiatives concerning countermeasures against spam, bots and cyber-attacks, etc. based on international cooperation. Moreover, it was confirmed that the Japan-ASEAN alliance would continue to strengthen international cooperation including governments and people in order to build safe and reliable ICT environments.
  In the session on information security policy for the maintenance of business environments, there were announcements from the Japan Business Federation and private companies confirming the role of information security to "strengthen regional economic connectivity" and improve industry's competitive power." In addition, explanations were provided concerning international cooperation between Japan-ASEAN CSIRT (Computer Security Incident Response Teams) in order to increase the ability to deal with information security incidents in each country, as well as explanations of Japan-ASEAN initiatives to improve corporate information security, and it was confirmed that international cooperation between organizations related to Japan-ASEAN would continue to be strengthened.


(3) Public awareness of information security field
  Discussions were held concerning the characteristics of public awareness of information security and related challenges, while attendees mutually learned about countries' varying social and economical situations, and it was commonly understood that information security countermeasure efforts are essential. Furthermore, it was agreed that there should be promotion of shared Japan-ASEAN initiatives such as consideration of periods of public education and the creation of logos, sharing of materials, etc.


4. Schedule

  The Fourth Japan-ASEAN Information Security Policy Meeting is scheduled to be held in Malaysia.
