On March 9, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Hiroshi Harashima, emeritus professor at the University of Tokyo) concerning its ministerial ordinance plans, etc. for the partial revision of wireless equipment regulations (1950 Radio Regulatory Council Regulation No. 18) and each regulation relating to technical standards compliance verification, etc. in special wireless equipment (1981 Ministry of Posts and Telecommunications Ordinance No. 37), and a reply was received from the Council stating its approval of the original plans.
In addition, an appeal for opinions on this ministerial ordinance reform proposal and related bulletin plans was held from January 22 to February 21, 2011, in response to which eight opinions were submitted, and these opinions along with the views of the MIC are officially announced herein.
1. Background to inquiry
Broadband mobile wireless access systems were instituted in 2007 to meet increasing user needs for high-speed wireless Internet and are now widely used, but hopes have increased for further enhancement of systems implementing faster transmission speeds, etc. for communication environment improvements and efficient area expansion, etc.
It was under these circumstances that the Information and Communications Council Technology Subcommittee commenced deliberation on "technical requirements for increased speed of broadband mobile wireless access systems (excluding the FWA System)" on September 16, 2010, with a partial report received on December 21, 2010.
Based on this partial report, the MIC intends to revise wireless equipment regulations along with each regulation relating to technical standards compliance verification, etc. in special wireless equipment and connected bulletins, in order to establish technical requirements for increased speed of broadband mobile wireless access systems (excluding the FWA System).
2. Outline of revisions
- Ministerial Ordinance Plan for Partial Revision of Wireless Equipment Regulations
System maintenance will be carried out in relation to technical standards, etc. for the radio stations of orthogonal FDMA broadband mobile wireless access systems, time sharing/orthogonal FDMA systems, and time sharing single-carrier FDMA broadband mobile wireless access systems.
- Ministerial Ordinance Plan for Partial Revision of Regulations concerning Technical Standards Compliance Verification, etc. in Special Wireless Equipment
Wireless equipment for time sharing/orthogonal FDMA systems and time sharing single-carrier FDMA broadband mobile wireless access systems will be added as equipment.
3. Results from appeal for opinions
The opinions submitted, along with the views of the MIC, are as per the enclosed document.
4. Schedule
System maintenance will promptly be conducted on the basis of the Radio Regulatory Council reply and results from the appeal for opinions.
