From November 10 to December 10, 2010, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for opinions on the Bulletin Proposal for Partial Reform of 1995 Ministry of Posts and Telecommunications Bulletin No. 183 (Item Establishing Situations in which Unlicensed or Unregistered Persons Operating Radio Stations can be Treated as Licensed or Registered Radio Stations) (hereinafter, "bulletin reform proposal"), in response to which 17 opinions were received, and these along with the views of the MIC are officially announced herein.
Based on results from the appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly enact this bulletin reform proposal.
1. Circumstances behind reform
At present, when qualified persons who can operate amateur radio station facilities make use of licensed persons' amateur stations in times of emergency, the licensed persons concerned must also be present.
Partial reform of bulletins relating to this matter will be made so as to remove the requirement for the presence of licensed persons under certain terms during times of emergency; the scope of this reform will be limited to incorporated amateur radio stations.
2. Results from appeal for opinions
Opinions on this bulletin reform proposal were sought from November 10 to December 10, 2010, and 17 opinions were received during this period.
The opinions received, along with the views of the MIC, are as per the enclosed document.
3. Schedule
Based on results from the appeal for opinions, this bulletin reform proposal will promptly be enacted.
