On February 22, 2011, the Information and Communications Administration and Postal System Administration Council (Chairman: Atsushi Takahashi, Chairman of Board of Directors at Sumitomo Trust and Banking Company, Ltd.) received an inquiry from the Minister of Internal Affairs and Communications (MIC) regarding the "Approval of Revision of NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements (Reform of Connection Fees for FY 2011 based on the Long-term Incremental Expense System)."
Having received this inquiry, an appeal for opinions on this revision plan for connection agreements was held from February 23 to March 15, 2011, in response to which three opinions were submitted, and these are officially announced herein.
1. Background of revision plan, etc.
With the ministerial ordinance plan for partial revision of connection fee regulations (2011 MIC Order No. 1) and the ministerial ordinance plan revising the ministerial for partial revision of connection fee regulations (2011 MIC Order No. 2) having been promulgated and partially enforced on February 1, 2011, this revision plan carries out necessary revision of NTT East and NTT West connection agreements, including provisions for FY 2011 connection fees calculated using the Long-Run Average Incremental Cost (LRIC) model.
2. Opinions submitted
Details of the opinions submitted and their proponents are as per the enclosed documents.
Please note that the submitted opinions will be published in the "Reports and documents" area of the Ministry of Internal Affairs and Communications (MIC) website as well as in the "Public comments" section of the e-Gov coordinated electronic government website, and can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Gov't. Building No. 2).
3. Schedule
Deliberation on this revision plan will be conducted based on the opinions received, and a report will be sent to the Minister of Internal Affairs and Communications.
