In the "Act on Identification, etc. by Mobile Voice Communications Carriers of their Subscribers, etc. and for Prevention of Improper Use of Mobile Voice Communications Services" (Act No. 31 of 2005 Law), mobile audio telecommunications carriers, etc. are obligated to confirm the identities of other parties in contracts.
However, due to the recent Tohoku Pacific Ocean offshore earthquake, it is assumed that there will be instances where disaster victims' personal identification certificates have disappeared, making it difficult for these individuals to confirm their identity when entering into mobile phone contracts.
This is to announce that in order to ensure disaster victims can still enter into mobile phone contracts in situations such as these, a decision has been made to revise the "Enforcement Regulations for Act on Identification, etc. by Mobile Voice Communications Carriers of their Subscribers, etc. and for Prevention of Improper Use of Mobile Voice Communications Services" (2005 Ministry of Internal Affairs and Communications Order No. 167) with the establishment of exceptions relating to identity confirmation methods, etc., which will run from March 25 to August 31, 2011 (refer to enclosed documents for outline of and actual ministerial ordinance for partial revision).
