Ministerial Ordinance Plan for Partial Revision of Telecommunications Business Law Enforcement Regulations, etc.

Report from Information and Communications Administration and Postal System Administration Council

On March 29, 2011, the Ministry of Internal Affairs and Communications (MIC) received a reply from Information and Communications Administration and Postal System Administration Council (Chairman: Atsushi Takahashi, Chairman of Sumitomo Trust and Banking Company, Ltd.) concerning "Partial Revision of Telecommunications Business Law Enforcement Regulations" (Inquiry No. 3031 – dated January 25, 2011).
Based on this reply, the Ministry of Internal Affairs and Communications (MIC) will promptly carry out partial revision of Telecommunications Business Law Enforcement Regulations (1985 Ministry of Posts and Telecommunications Order No. 25).

1. Background, etc.

Based on the Information and Communications Council reply entitled "Status of Basic Telecommunications Service (Universal Service) System in Transitional Period Until Broadband Services Reach All Parts of Japan" (dated December 14, 2010), an inquiry was sent on January 25, 2011 to the Information and Communications Administration and Postal System Administration Council concerning "Partial Revision of Telecommunications Business Law Enforcement Regulations."
After deliberation by the Council, an appeal for opinions was held from January 25 to February 24, 2011, and a report was compiled by the Council on March 29, 2011.
