A public appeal for proposals will be held prior to the commissioning of Information and Communications Technology R&D in FY 2011.
1. Period of public appeal
From March 30 (Wed) to April 27 (Wed), 2011
2. R&D subjects appealed for and amounts of money planned for implementation
The FY 2011 public appeal will seek proposals concerning the R&D subjects outlined below. The assumed amount of money required for implementation in the first year is also outlined below.
As a general rule, the number of proposals selected will be one per each R&D subject.

3. How to apply
(1) Please draw up a written proposal in line with the outline for written proposals.
(2) Using the Cross-ministerial R&D Management System (e-Rad), please input your application information and apply electronically. (Please complete all application processes through the system by 13:00 on April 27 (Wed), 2011.)
(3) Please submit one proposal and one copy of your proposal as well as all necessary documents (see outline of proposal creation for more details) by post to the Ministry of Internal Affairs and Communications (MIC) at the address for submissions. (Proposals must be received no later than 13:00 on April 27 (Wed), 2011.)
In the case of collaborative research, please submit proposals to the Ministry of Internal Affairs and Communications (MIC) after settling on a representative research institution.

4. Selection of commissions
The Ministry of Internal Affairs and Communications (MIC) will select commissions after receiving the results of external assessments.
5. Schedule

After completing coordination with selected research institutions, contracts will promptly be executed and research implemented |
Timing may change depending on external assessment conditions, etc.
*There will be an official announcement of the selected research institutions (in the case of collaborative research, each institution) and research supervisors (in the case of collaborative research, only the representative research supervisor).

Inquiries regarding R&D subjects, basic plan contents, etc. should be directed to the official in charge of each R&D subject, while enquiries regarding the creation of proposals and the submission process should be directed to the person in charge at the Technology Policy Division of the International Information and Communications Strategy Bureau.
