Requests for Provision of Information concerning Tohoku Pacific Ocean Offshore Earthquake Disaster Submitted to Japan Broadcasting Corporation and National Association of Commercial Broadcasters in Japan

 

  On April 1, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted requests to Japan Broadcasting Corporation (Chairman: Masayuki Matsumoto; hereinafter, “the Corporation”) and The National Association of Commercial Broadcasters in Japan (President: Michisada Hirose; hereinafter, “the Association of Commercial Broadcasters”) for the prompt provision of accurate and detailed information to citizens in view of the object of Article 6.2 of the Broadcast Act (Act No. 132 of 1950 Law).


  Due to the vast area struck by the recent Tohoku Pacific Ocean offshore earthquake disaster and the heavy number of victims, it is hoped that further efforts will be made concerning the points outlined below, and likewise the Ministry of Internal Affairs and Communications (MIC) recognizes the importance of making efforts in broadcasting, etc. while considering these points.
  As for the Corporation and all companies affiliated with the Association of Commercial Broadcasters, the Ministry of Internal Affairs and Communications (MIC) has submitted requests to the Corporation and the Association of Commercial Broadcasters by means of a letter from the Minister of Internal Affairs and Communications to ensure the prompt provision of accurate and detailed information to citizens in view of the object of Article 6.2 of the Broadcast Act, with greater consideration for the following points.


1. Provision of accurate and detailed information concerning safety and living
 ・ Complete and continual safety information including information concerning refuge for victims
 ・ To the extent possible, provision of an equal spread of information from many areas affected by the disaster
 ・ Provision of more details and specific information necessary for disaster prevention and safe living for residents in areas affected by the disaster, including information regarding local public bodies' disaster prevention measures and initiatives, etc.
 ・ Provision of information connected to appeals for calm and rational behavior, prevention of the buying up of goods, etc.
 ・ Provision of information concerning the situation at the nuclear power plant, planned power outages, etc.
2. Complete provision of information through data broadcasting and the Internet
 ・ Complete provision of information through data broadcasting and the Internet, capitalizing on the strengths of digital broadcasting
3. Coverage and reports from the position of residents in areas affected by the disaster
 ・ Adoption of coverage methods showing regard for the feelings of residents in areas affected by the disasters
 ・ References to aid supplied by all sides (including monetary donation initiatives, etc.), the endeavors of victims, and provision of all kinds of information that will give peace of mind to citizens
4. Consideration for the provision of information to persons with hearing/visual impairments and foreigners
 ・ Complete broadcasting with subtitles, sign language, and foreign language audio

 Article 6.2 When conducting domestic broadcasting in times of actual or predicted disaster, such as storms, heavy rain, floods, earthquakes and large-scale fires, broadcasting organizations must provide broadcasting that helps to prevent the outbreak of disaster or reduce the damage caused.
