On April 6, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted requests to telecommunications carrier affiliates asking telecommunications carriers, etc. belonging to each group to take well-known and necessary measures in order to deal appropriately with Internet-based false rumors concerning the Eastern Japan Great Earthquake Disaster, while showing consideration for freedom expression.
On April 6, 2011, the “Working Team for Countermeasures Guaranteeing Safety and Peace of Mind in Areas Affected by Disasters, etc.” decided on “countermeasures guaranteeing safety and peace of mind in areas affected by disasters, etc.”
In view of the situation after the Eastern Japan Great Earthquake Disaster, where unreliable information concerning the earthquake is being circulated along with false rumors that deliberately aim to stir up anxiety in citizens through posts on message boards, etc., these countermeasures request appropriate actions to be taken concerning Internet-based false rumors, including cooperation between relevant authorities, independent deletion by site administrators, etc. of information that violates laws, public order and morals, and endeavors to ensure that users are provided with accurate information.
Based on these countermeasures, the Ministry of Internal Affairs and Communications (MIC) has submitted requests to the Telecommunication Carriers Association, Telecom Services Association, Japan Internet Providers Association, and the Japan Cable and Telecommunications Association asking telecommunications carriers, etc. belonging to each group to take well-known and necessary measures in order to deal appropriately with Internet-based false rumors concerning the Eastern Japan Great Earthquake Disaster, while showing consideration for freedom expression.
