The Ministry of Internal Affairs and Communications (MIC) will initiate an “Investigative Commission concerning the State of Guaranteed Means of Communication in States of Emergency Including Large-scale Disasters” in order to study the state of guaranteed means of communication in states of emergency.
1. Background
Communications infrastructure is a vital foundation of the life of the people and industrial economic activity. In times of disaster, etc., it is essential to guarantee fundamentally important communications relating to emergency calls and confirmation of people's safety, etc., as well as police and disaster prevention communications, etc. for the safety of people's lives and assets as well as the maintenance of national facilities.
In response to the outbreak of congestion and interrupted communications, etc. in the essential communications infrastructure across a wide area due to the Eastern Japan Great Earthquake Disaster, the Ministry of Internal Affairs and Communications (MIC) will initiate an “Investigative Commission concerning the State of Guaranteed Means of Communication in States of Emergency Including Large-scale Disasters” with the aim of studying the state of guaranteed means of communication in states of emergency, covering issues such as (1) efforts to be made for the immediate restoration of damaged communications infrastructure, (2) efforts to be made with current systems and technologies in preparation for the future outbreak of similar states of emergency, and (3) efforts to be made based on technological innovation.
2. Study contents
(1) State of dealing with congestion in times of emergency
(2) State of guaranteed means of communication when base stations/relay stations have been damaged in disaster
(3) State of future network infrastructure based on recent earthquake disaster
(4) State of future Internet application based on recent earthquake disaster, etc.

4. Schedule
The first meeting (scheduled to be held on April 8) will be held using a mailing list to show consideration for the pressures currently being faced by businesses dealing with restoration after the recent earthquake disaster.
