Temporary Use of “Satellite Broadcasting as a Countermeasure Against Poor Reception of Terrestrial Digital Broadcasting” Commences in Areas Affected by Disaster

 

  The Ministry of Internal Affairs and Communications (MIC) and The Association for Promotion of Digital Broadcasting (hereinafter, “Dpa”) have decided to provide temporary use of “satellite broadcasting as a countermeasure against poor reception of terrestrial digital broadcasting” in areas where terrestrial digital television broadcasting cannot be received due to the effects of the Eastern Japan Great Earthquake Disaster. Applications will be accepted as of April 7, 2011.


  The Ministry of Internal Affairs and Communications (MIC) and Dpa have decided to provide temporary use of “satellite broadcasting as a countermeasure against poor reception of terrestrial digital broadcasting” (used by the Dpa since March 2010 to deliver provisional terrestrial digital broadcasting programs to areas suffering poor reception due to the migration to terrestrial digital television broadcasting; refer to enclosed document) to people who have been victims of the recent earthquake disaster, and applications will be accepted as of April 7, 2011.
  Households covered by temporary use and the application procedure, etc. are as follows.
  Please note that these countermeasures are already in operation at some shelters in Iwate Prefecture and Miyagi Prefecture.


1. Households covered, etc.
  Households in Iwate Prefecture, Miyagi Prefecture, Fukushima Prefecture and adjacent areas that have also been affected by the disaster, which have become unable to receive terrestrial digital television broadcasting due to the earthquake disaster (including non-household facilities).


2. Temporarily available contents (main items)
(1) Free of charge viewing of broadcasting that is normally received in households, as well as programs from the same system of terrestrial digital broadcasting in the Tokyo district
(2) Viewing will be possible for approximately six months (at the end of the viewing period the the image will automatically be scrambled to prevent further viewing), although this period maybe lengthened as necessary
(3) BS antennas, BS digital broadcasting-compatible televisions, and tuners necessary for receiving BS digital broadcasting are to be arranged at one's own expense


3. How to proceed
  Procedure will depend on the types of application form prescribed, but for the meantime applications will be received via telephone.

6. Other items
  People in areas where terrestrial digital broadcasting cannot be received due to weak signals, etc. should discuss this when applying by telephone. Digi-Support will confirm reception circumstances, and the State may then provide support with the servicing of BS digital broadcasting reception equipment.
