This is to officially announce that the Ministry of Internal Affairs and Communications (MIC) has settled on “2011 Guidelines (Handbook) concerning Information and Communications Technology for Beneficial ICT Use in Education Field” to provide references for specific initiatives to education officials such as school education boards, concerning points to be noted in relation to Information and Communications Technology when constructing ICT environments and making beneficial use of ICT in the education field.
1. Background
The Ministry of Internal Affairs and Communications (MIC) is aiming to promote beneficial use of ICT in the education field, and since FY 2010 has been engaging in a “Future School Promotion Project” with the goal of sampling and analyzing challenges centered mainly on Information and Communications Technology.
As part of this project, “Research and Study concerning Promotion of Coordinated Education Making Beneficial Use of ICT in East Japan” and “Research and Study concerning Promotion of Coordinated Education Making Beneficial Use of ICT in West Japan” (see reference material) is being implemented, and based on the results of this a “Seminar on Promotion of Coordinated Education Making Beneficial Use of ICT” (see enclosed document for list of members) was initiated and organized by the Vice Minister for Internal Affairs and Communications with the objective of deciding on guidelines concerning Information and Communications Technology in the promotion of beneficial ICT use in the education field, and five discussions have been held since the first seminar on June 1, 2010.
This is to officially announce that as a result of these initiatives “2011 Guidelines (Handbook) concerning Information and Communications Technology for Beneficial ICT Use in Education Field” have now been settled on to provide references for specific initiatives to education officials such as school education boards.

Experimental study that is being conducted to extract and analyze the subject of ICT required for the implementation of “cooperative education” in public elementary schools through the introduction of tablet computers (one unit per child), interactive whiteboards (one unit per classroom), implementation of wireless LAN in schools, construction of cooperative education platforms (education clouds), etc., in order to promote “cooperative education” comprising teaching exchanges, children learning from one another, and beneficial ICT use in schools.
