Decision Reached regarding “Special White Space Areas”

 

  From September 10 to October 15, 2010, the Ministry of Internal Affairs and Communications (MIC) sought proposals concerning “Special White Space Areas.” This is to officially announce that the Meeting for White Space Promotion (Chairman: Norihisa Doi, Professor at Chuo University) has decided on “Special White Space Areas” based on the outcome of the public hearing, etc.


1. Background

  The practical use of white spaces is subject to high expectations for social and economic effects, such attractive town-building and guaranteed safety and peace of mind in times of emergency.
  For this reason, the Ministry of Internal Affairs and Communications (MIC)established “Special White Space Areas” to carry out R&D and proofs-of-concept to systematize services and systems and promote business expansion using white spaces, with proposals sought from September 10 to October 15, 2010, in response to which 44 proposals were received.
  This is to officially announce that the Meeting for White Space Promotion (Chairman: Norihisa Doi, Professor at ChuoUniversity) has now decided on “Special White Space Areas” (see attachment) based on these proposals and the outcome of the public hearing, etc.
  In addition, after the recent Eastern Japan Great Earthquake Disaster, those who have been selected in “Special White Space Areas” will also make efforts in actual proof, etc. for distribution of urgent information, etc. in times of emergencies such as earthquake disasters, etc., with awareness of the question of whether white spaces can be used as a means of providing information in circumstances such as these.


2. Outcome

The proponents listed in the attachment have been decided on as “Special White Space Areas” with following requirements:
(1) To conduct actual proof as much as possible concerning distribution of urgent information, etc. in times of emergencies such as earthquake disasters, etc.
(2) To regularly report progress and results from proofs-of-concept, including item (1), to the Meeting for White Space Promotion.
(3) To correspond by making changes as necessary to ensure that other radio stations are not disturbed by items relating to the use of proposed radio waves (frequencies, antenna power, etc.) or utilization areas.
(4) To make adjustments in advance between proponents where there is the possibility of implementation locations overlapping, covering items relating to radio wave use and times of use, etc.
