On April 13, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Hiroshi Harashima, emeritus professor at The University of Tokyo) concerning necessary items in relevant ministerial ordinance plans, etc. accompanying the revision of the Broadcast Act and Radio Law (to be enforced within nine months of promulgation of the Law) included in the Law for Partial Revision of the Broadcast Act, etc. (Act No. 65 of 2010 Law), and a reply was received from the Council stating its approval of the original plans.
