Reply from Radio Regulatory Council concerning Ministerial Ordinance Plan for Partial Revision of Radio Engineer Regulations, and Results from Appeal for Opinions

Review of amateur radio technician state examination subjects (Means of Telecommunications (Morse Telegraphy))

 On April 13, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Hiroshi Harashima, emeritus professor at The University of Tokyo) concerning a ministerial ordinance plan for partial revision of radio engineer regulations in order to review amateur radio technician state examination subjects (Means of Telecommunications (Morse Telegraphy)), and a reply was received from the Council stating its approval of the original plan.
 There was also an appeal for opinions on the plan for partial revision, etc. held from February 17 to March 18, 2011, in response to which 39 opinions were submitted. These opinions, along with the views of the MIC, are officially announced herein.


1. Outline of reform proposal

 The Ministry of Internal Affairs and Communications (MIC) abolished practical tests concerning Means of Telecommunications (Morse Telegraphy) from tertiary amateur radio technician state examinations in 2005, and the examinations now adopt a process of checking examinees' knowledge of Morse telegraphy through written law-related examinations.
 The Ministry of Internal Affairs and Communications (MIC) subsequently continued to discuss ideal testing methods. However, in view of the present diversification of amateur radio communication systems, including data communication, satellite communication and television, brought about by the progress of telecommunication technology, results from the World Radiocommunication Conference (WRC-2003) held in July 2003, as well as the fact that many Western countries have abolished Morse telegraphy proficiency tests for amateur radio technicians, the MIC will service relevant regulations in examination subject “laws and regulations” to confirm comprehension of Morse code, having abolished Morse telegraphy from primary and secondary amateur radio technician state examination subjects.


2. Results from appeal for opinions

 Thirty-nine opinions were submitted in response to the appeal, and these opinions along with the views of the MIC are as per the enclosed document.


3. Schedule

 Revision of the relevant ministerial ordinances, etc. will promptly be carried out based on the reply from the Radio Regulatory Council and results from the appeal for opinions (note that these revisions are scheduled to be enforced on October 1, 2011).
