Application of “Disaster Message Services” to Confirm Safety of Individuals in Times of Disaster

 

  When there occur disasters such as earthquakes, etc., calls to the disaster-affected areas increase and communication lines become extremely congested, resulting in situations where it can be difficult to make connections. This results from communication networks becoming unable to handle such large quantities of simulataneous calls. Likewise, immediately after the Eastern Japan Great Earthquake Disaster, mobile telephone businesses reported that the volume of calls being made temporarily rose to more than 50 times the typical maximum volume.
In order for communications companies to avoid the effects of such congestion and to smoothly facilitate contact between friends and family confirming each other's safety and evacuation sites, etc., the following three types of “Disaster Message Services” are being provided via landline phones, mobile phones and the Internet.


“Disaster voice message dial (171)”
 Persons in disaster-affected areas can use this service to record (register) voice messages detailing information regarding their safety, which can be addressed (sent) to home telephone numbers and played back (confirmed) from any part of the country.

“Disaster message board”
 By using mobile phones/PHS internet connection functions, persons in disaster-affected areas can register written messages, and these can then sent from any part of the country by using mobile phone/PHS numbers.

“Disaster broadband message board (web 171)”
 Persons in disaster-affected areas can register written messages, videos, photographs and/or voice messages addresses to their home telephone numbers, and these can be confirmed from any part of the country.

 Communications companies began applying these “Disaster Message Services” immediately following the outbreak of the Eastern Japan Great Earthquake Disaster on March 11, 2011, and the same services continue to be provided.

 When disasters occur, please cooperate to ensure that urgently required telephones can be used smoothly within the disaster-affected areas by limiting your nonessential and nonurgent use of telephones and redial functions, etc., keeping calls brief, and making use of these “Disaster Message Services”.
