Results from Appeal for Proposals concerning the “State of Environmental Maintenance for Promotion of Broadband Diffusion”

 

  From March 3 to April 22, 2011, the Information and Communications Council Telecommunications Business Policy Section Meeting (Section Meeting Chief: Hirotaka Yamauchi, Professor of Graduate Course at Hitotsubashi University Graduate School of Commerce and Management) conducted an appeal for proposals concerning the “State of Environmental Maintenance for Promotion of Broadband Diffusion.”
  Twenty-three proposals were submitted in response to this appeal, and details of these are officially announced herein.


1. Background

  The Ministry of Internal Affairs and Communications (MIC) has set forth a target for the realization of broadband use in all households by approximately the year 2015. However, in order to aim for the promotion of broadband diffusion it will be important to comprehensively promote initiatives that are necessary for the stimulation of competition between businesses (such as through the promotion of competition in facilities for the liberalization of road line laying foundations) and implement a smooth migration from telephone networks to IP networks (NTT East and West has officially announced its thinking regarding a systematic migration from telephone networks to IP networks commencing in 2020 and to be completed in approximately 2025, etc.). For this reason, on March 1, 2011, the Minister of Internal Affairs and Communications submitted an inquiry to the Information and Communications Council concerning the state of environmental maintenance for the promotion of broadband diffusion, and the Council has now commenced deliberation.
  In order to contribute to investigations and studies, an appeal for proposals concerning the state of environmental maintenance for the promotion of broadband diffusion was held from March 3 to April 22. Twenty-three proposals were submitted in response to this appeal, and details of these are officially announced herein.


2. Opinions submitted, etc.

  Details of proponents and their proposals are as per the enclosed document.
  The proposals that were submitted will be made available for inspection at the Telecommunications Policy Division of the Ministry of Internal Affairs and Communications (MIC) Telecommunications Bureau, and will also be published in the “Reports and documents” section of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) and on e-Gov (http://www.e-gov.go.jp), the coordinated electronic government contact website.
