This is to officially announce that on May 13, 2011 the Ministry of Internal Affairs and Communications (MIC) reformed the “Guidelines for Application of Designated Type II Telecommunications Equipment System” (finalized on March 29, 2010; hereinafter, “guidelines”) based on results from an appeal for opinions.
1. Background
The Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications Council dated October 16, 2009, entitled “State of Connection Rules in Response to Environmental Changes in the Telecommunications Market,” and on March 29, 2010 the MIC settled on and officially announced guidelines in order to clarify thinking with regards to the connection fee calculation methods and unbundling, etc. of telecommunications carriers installing Designated Type II Telecommunications Equipment.
The MIC created a reform proposal for guidelines based on opinions received in the (FY 2010) appeal for opinions concerning the application of the Competition Safeguard System, concerning which an appeal for opinions was held from March 5 to April 4, 2011, resulting in the submission of two opinions. On May 13, 2011, there was an official announcement of the reform of these guidelines based on results from the appeal for opinions.
2. Details of reform, opinions received, and views on opinions
