On May 17, 2011, the Ministry of Internal Affairs and Communications (MIC) received a reply from the Information and Communications Council (Chairman: Takuma Ootoshi, Chairman of IBM Japan) concerning Inquiry No. 2030 (dated July 28, 2009), entitled “The State of Local Absorption Guidelines.”
1. Outline
In Japan, guidelines for radio wave protection (Telecommunications Technology Commission reports entitled “Guidelines for Protection of the Human Body with regards to Radio Wave Utilization” (June 1990) and “How the Human Body should be Protected with regards to Radio Wave Utilization” (April 1997)) have been settled on so as to maintain an environment enabling safe utilization of radio waves with greater peace of mind, and based on these, regulations are being introduced by means of the Radio Law.
Recently, guidelines for wireless devices that are used in close proximity to the body (local absorption guidelines) such as mobile telephone terminals, etc. have set frequency bands of up to 3GHz as the range of application, but from now on anticipated progress in the use of frequency bands above 3GHz by wireless LAN and 4G mobile telephones, etc. will necessitate that guidelines are settled on for these higher frequency bands.
In light of these circumstances, there has been deliberation over local absorption guidelines for frequencies of 3GHz and above, and on May 17, 2011 a reply was received from the Information and Communications Council (see attachment) concerning Inquiry No. 2030 (dated July 28, 2009), entitled “The State of Local Absorption Guidelines.”

An outline of the reply is as per the enclosed document.
3. Schedule
The Ministry of Internal Affairs and Communications (MIC) will make the content of this reply known to the concerned government agencies and bodies, and intends to carry out studies towards system maintenance.
