Towards Improvement of Safety and Reliability of Broadcasting

Partial reply from Information and Communications Council

  On May 17, 2011, the Ministry of Internal Affairs and Communications (MIC) received a partial reply from the Information and Communications Council (Chairman: Takuma Ootoshi, Chairman of IBM Japan) concerning Information and Communications Council Inquiry No. 2031 (dated December 21, 2010), entitled “Technical Requirements for the Safety and Reliability of Broadcasting.”


1. Outline

  Broadcasting universally notifies people of information necessary to their daily lives, and is an infrastructure possessing an extremely public nature thanks to its ability to instantly inform people regarding disasters and matters of national importance, hence it is essential to protect broadcasting businesses from difficulties caused by broadcasting equipment.
  Therefore, in a report entitled “Current State of Comprehensive Legal System for Communications and Broadcasting” (Information and Communications Council Inquiry No. 14 – 2008) it was stated that it would be “appropriate to service regulations relating to the responsibility for equipment maintenance,” and regulations were established for the servicing of equipment maintenance in the Broadcast Act as revised by the 176th extraordinary session of the Diet.
  In view of these circumstances, the Information and Communications Council, Information and Communications Technology Subcommittee, Broadcasting System Committee (Chief Examiner: Susumu Ito, professor at Tokyo University of Science) has progressed with its study of technical requirements for the safety and reliability of broadcasting so as to prevent incidents where broadcasting is interrupted due to break-down, or damage to telecommunications equipment that can be used for broadcasting work, and on May 17, 2011 a partial reply was received.

3. Schedule

Based on this partial reply, the Ministry of Internal Affairs and Communications (MIC) will service the relevant regulations.
