From March 12 to April 28, 2011, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for proposals concerning points at issue to be considered when introducing frequency auctions, as a result of which 34 proposals were submitted.
As well as officially announcing results from the initial appeal for proposals, a repeat appeal for proposals will now be held from May 21 (Sat) to June 3 (Fri), 2011.
1. Background
The Ministry of Internal Affairs and Communications (MIC) initiated a “Panel Discussion concerning Frequency Auctions” (hereinafter, “Panel Discussion”), and it has commenced studies relating to the introduction of frequency auctions in Japan.
From March 12 to April 28, 2011, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for proposals concerning points at issue to be considered when introducing frequency auctions, as a result of which 34 proposals were submitted. In order to further deepen the Panel Discussion’s consideration of these points in future, a repeat appeal will now be held for proposals in response to the proposals that were submitted in the initial appeal.
2. Proposals submitted in initial appeal for proposals concerning introduction of frequency auctions
Proponents and details of their proposals are as per the enclosed documents.
Please note that the proposals submitted will be published in the “Reports and documents” section of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) and in the “Public comment” area of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website. These proposals will also be made available for inspection at the Radio Policy Division, Radio Department, Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC) (10th floor, Central Gov't. Building No. 2).

4. Points to note
(1) Handling of proposals in repeat appeal
The proposals that are submitted in this repeat appeal will serve as references for the studies of the Panel Discussion. The contents of these proposals will be compiled and officially announced after the conclusion of the appeal period. Information concerning the proponents' full names and affiliations (names of corporations, etc. where appropriate) will also be officially announced at the same time. If these announcements are inconvenient, please contact the secretariat.
Please understand that we are unable to issue separate replies for each proposal.
(2) Hearing of repeat proposal contents
Proponents may be asked to explain their repeat proposals so that the Panel Discussion is able to understand details of the proposals' contents. Please understand that the secretariat will contact proponents in advance when requesting such explanations. Also, please note that travel expenses, etc. incurred when participating in hearings at the Panel Discussion are not provided.
