Results of Appeal for Opinions on Review of Technical Requirements for Aeronautical Radio Communications Accompanying Appendix 10, Revision 85 of Convention on International Civil Aviation

 

From March 31 to May 2, 2011, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for opinions on its partial revision of relevant bulletins in order to service domestic technical standards relating to Appendix 10, Revision 85 of the Convention on International Civil Aviation. However, no opinions were submitted.
Based on the results of this appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly carry out system maintenance.


1. Background of reform

Effective use is being made of aeronautical radio communication as an essential means of communication to ensure the safe operation of aircraft. However, on February 15, 2011, a report entitled “Points at Issue and Countermeasures after the Servicing of Domestic Technical Standards, according to ICAO Advice concerning Radio Communication” was received from the Information and Communications Council, covering points at issue and countermeasures after the servicing of domestic technical standards accompanying the revision of Annex 10 of the Convention on International Civil Aviation (hereinafter, “ICAO Treaty”) by the International Civil Aviation Organization (ICAO). Based on this report, the Ministry of Internal Affairs and Communications (MIC) intends to carry out a partial revision of relevant bulletins in order to reflect in domestic technical standards the contents of Annex 10, Revision 85 of the ICAO Treaty.


For reference:
The Convention on International Civil Aviation is a treaty aimed at sound and economical administration of the international air transport industry as well as systematic development and safety for international civil aviation. The Annex to this treaty establishes recommendations and international standards for international air transport, and Annex 10 states regulations for aviation communication.


2. Outline of reform proposal

The outline of this reform proposal is as follows.


(1) Bulletin Plan for Partial Reform of Item (1988 Ministry of Posts and Telecommunications No. 874) Establishing Technical Requirements of ATCRBS Radio Station Radio Equipment


Addition of “SI (Surveillance Identifier)” function to transponder on aircraft side in contents of Appendix 10, Revision 85 of the Convention on International Civil Aviation.


(2) Bulletin Plan for Partial Reform of Item (1990 Ministry of Posts and Telecommunications No. 574) Establishing Technical Requirements of ACAS


Reflection in bulletin of amendments in Revision 85 with regards to regulations in Article 10 of the Convention on International Civil Aviation.


For reference:
ATCRBS (Air Traffic Control Radar Beacon System):
A system that identifies the altitude and position, etc. of aircraft using air traffic control.
ACAS (Airborne Collision Avoidance System):
A system that warns pilots when it receives signals from other approaching aircraft that fear collision, etc.


3. Results from appeal for opinions

An appeal for opinions on relevant bulletin plans was held from March 31 to May 2, 2011, but no opinions were submitted.


4. Schedule

Based on the results of this appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly carry out system maintenance.
