Business application license requests have been received from Nippon Telegraph and Telephone East Corporation (representative director: Tsutomu Ebe; hereinafter, “NTT East”) Nippon Telegraph and Telephone West Corporation (representative director: Shinichi Otake; hereinafter, “NTT West”) in line with regulations in Article 2, Item 5 of the Act on Nippon Telegraph and Telephone Corporation, etc. (Act No. 85 of 1984 Law; hereinafter, “NTT Act”). Accordingly, from May 31 (Tue) to June 28 (Tue), 2011, an appeal will be held for opinions on the MIC's views on these requests and the opinions submitted will serve as references in the MIC's examination.
1. Outline
On May 26, 2011, business application license requests (see enclosed documents) were received from NTT East and West. The content of the business application license requests (a total of two requests from NTT East and West) covers “inter-prefecture service provision of end-to-end communication using next generation networks.”
Having received these requests, the Ministry of Internal Affairs and Communications (MIC) is currently examining the propriety of licenses based on laws and ordinances, etc. From May 31 (Tue) to June 28 (Tue), 2011, an appeal will be held for opinions on the MIC's views (see enclosed documents) on these requests and the opinions submitted will serve as references in the MIC's examination.
2. Outline of appeal for opinions
Subject of appeal for opinions: Ministry of Internal Affairs and Communications' (MIC) views on NTT East and West business application license requests (see enclosed documents)
Submission deadline: 17:00 on June 28 (Tue), 2011 (mailed submissions must also arrive by this date)

Please note that the subject of the appeal for opinions will be distributed at the address provided at the end of this document, and will also be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comment” field of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website.
3. Schedule
The Ministry of Internal Affairs and Communications (MIC) will decide on the propriety of licenses after conducting studies based on the opinions submitted.
