Appeal for Opinions on Directive Plan for Partial Revision of Broadcast Act-related Inspection Standards, etc.

 

 When authorizing the next round of commissioned broadcasting businesses for 110 east longitude CS digital broadcasting, the Ministry of Internal Affairs and Communications (MIC) created a directive plan for the partial revision of “Broadcast Act-related Inspection Standards (Ministry of Internal Affairs and Communications (MIC) Directive No. 68 – January 6, 2001)” to aim for healthier diffusion and growth of broadcasting.
 Accordingly, a broad appeal for opinions on this revision plan will be held from June 4 (Sat) to July 4 (Mon), 2011.


1. Revision outline

Directive Plan for Partial Revision of Broadcast Act-related Inspection Standards
Revised contents of inspection procedure for comparison inspection standards (Broadcast Act-related inspection standards; see part 4 of enclosed document 2)
 Inspections will be implemented in order of the following applications.
 (1) Priority for applications freeing at least 12 slots
  Priority will be given to applications changing existing broadcast programs into HD by freeing at least 12 slots through the abolition of existing programs or reduction of frequencies.
 (2) HD program inspections
  Priority will be given to the most suitable applications from the 15 items in part 3 of enclosed document 2.
 (3) SD program inspections
  Priority will be given to applications for the image quality improvement of existing programs in less than six six slots, and remaining frequencies will be inspected through the same 15 items from part 2.


Revised contents of inspection procedure for comparison inspection standards (Broadcast Act-related inspection standards; see part 3 of enclosed document 2)
 - The “production and supply of broadcast programs” item is revised, and there are assessments of “further enrichment of systems for production and supply of broadcast programs, as well as measures for adjustment of broadcast programs.”
 - The “high resolution quality of broadcast programs” item is revised, and in addition to existing standards there are assessments of “increased necessity for broadcasting as high-definition television broadcasting” and “systems enabling greater reliability of high-definition television broadcasting.”
 - The “broadcast program viewing demand” item is newly added, and there are assessments of “viewers' heightened demand for broadcast programs.”
 - The “effective utilization of frequencies” item is added, and there are assessments of “at least 12 slots being freed by abolishing existing programs and reducing frequencies accompanying authorization.”

(2) Deadline for submission of opinions
 Must arrive no later than 17:00 on July 4 (Mon), 2011
 (Mailed submissions must also arrive by this date)

3. Schedule

 After revising the Broadcast Act-related inspection standards based on the opinions submitted, applications will for commissioned broadcasting businesses for 110 east longitude CS digital broadcasting will be received.
