The Ministry of Internal Affairs and Communications (MIC) has drawn up a reform plan for the “Procurement Business Work and System Optimization Project” as per the attachment.
Accordingly, there will be a broad appeal for opinions on this reform plan from June 7 (Tue) to June 20 (Mon), 2011.
1. Purpose
A decision on policy for the optimization of work for the procurement of goods/services, etc. carried out by all government agencies was reached in the “Basic Policy for Work and System Optimization of Government Procurement Procedure (Excluding Public Utilities)” (an August 5, 2008 decision on government procurement procedure (excluding public utilities) by the board of governors at the Electronic Conversion Promotion Ministries and Agencies' Liaison Conference), based on views indicated in the “Work Review Policy for Internal Control Affairs” (a July 17, 2003 decision by the Liaison Conference of Computerization Integration Officers (CIO) from All Government Departments). In addition, the introduction of an “Electronic Procurement System” at all government departments, etc. for electronic conversion of certain work relating to procurement procedure was decided on in the “Procurement Business Work and System Optimization Project” (an August 28, 2009 decision by the Liaison Conference of Computerization Integration Officers (CIO) from All Government Departments), based on the aforementioned Basic Policy.
Since it was determined that the Electronic Procurement System would be developed as a premise for the application of a “Government Policy Platform” based on government policy such as the “New Information and Communications Technology Strategy” (a May 11, 2010 decision by the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society) and “Concerning Drastic Optimization of Travel Expenses Work, etc.” (an arrangement of the August 6, 2010 CIO Liaison Conference), the “Procurement Business Work and System Optimization Project” is now to be reformed. Accordingly, a reform plan has been decided on, and an appeal for opinions will now be conducted.

3. Schedule
After the results of the appeal for opinions, reform of the “Procurement Business Work and System Optimization Project” will be made at the Liaison Conference of Computerization Integration Officers (CIO) from All Government Departments to be held, and optimization for 2011 and beyond will be planned in accordance with this.
