In April 2009, the Ministry of Internal Affairs and Communications (MIC) introduced a payment consignment system for radio wave usage fees, enabling payment of radio wave usage fees at convenience stores. The MIC has now compiled a report on the enforcement status of this system over the past two years, the results of which are officially announced herein. Accordingly, from June 9 (Thu) to July 8 (Fri), 2011, there will be an appeal for opinions on future application of the payment consignment system for radio wave usage fees, etc.
1. Purpose
The payment consignment system, enabling consignment of payment for radio wave usage fees to payment consignees, was introduced according to the Law for Partial Revision of the Radio Law (Act No. 50 of 2008 Law), and as of April 2009 this system enabled the payment of radio wave usage fees over the counter at convenience stores.
The Revised Radio Law of 2008 provided for additional consideration of this system two years after its enforcement, from the perspective of ensuring collection of radio wave usage fees and promoting convenience for the payers.
Accordingly, the Ministry of Internal Affairs and Communications (MIC) has compiled a report (see enclosed document) on the enforcement status of this system over the past two years entitled “Enforcement Status of the Payment Consignment System for Radio Wave Usage Fees,” the contents of which are officially announced herein, and there will now be a broad appeal for all citizens' opinions concerning future application of the system, etc. so as to further improve the system's user-friendliness in the future.

3. Schedule
The opinions submitted will serve as references in future application of the payment consignment system for radio wave usage fees.
