Survey of Domestic and Foreign Price Margins for Telecommunications Services

FY 2010 survey results

The Ministry of Internal Affairs and Communications (MIC) annually conducts surveys of domestic and foreign price margins for telecommunications services with the aim of understanding the state of telecommunications service fees.
Results from the FY 2010 survey have now been compiled and are published herein.

1. Objects of survey

The survey looked at broadband, landline phone, mobile phone and international phone services, etc. across seven cities – Tokyo, New York, London, Paris, Dusseldorf, Stockholm, and Seoul – and comparisons were made using exchange rates current as of the end of December 2010.

2. Survey period

Fees were in general compared at the end of December 2010. However, the most recent fee information has been reflected herein only in cases where fees have been revised since December 2010.

3. Survey results

An outline of fees in Tokyo is provided below. Please refer to the enclosed document for further details.

*In order to make comparisons of communication fees in each municipality, a virtual image (“model”) of utilization was created to cover aspects such as how many calls are made in different time zones; the fees required to use communications services in line with this model were pointed out.

Note: In terms of fees for telecommunications services, it is necessary to bear in mind that the outcome is significantly affected by differences between general fees and discount fees in each nation, various rate structures, fee requirements changing with patterns of use, probable disparity even between regions of the same nation, and exchange rate fluctuations. It is therefore appropriate to consider these survey results merely as one set of indications.
