Results from Public Appeal for Proposals concerning R&D for Expansion of Radio Frequency Resources in FY 2011

The Ministry of Internal Affairs and Communications (MIC) has selected research and development proposals for each research and development subject in the expansion of radio wave resources in FY 2011, based on the results of external assessments.

1. Background to public appeal

Research and development for the expansion of radio wave resources utilizes radio wave usage fees as its source of funding, with research institutions such as universities and private companies commissioned after a public appeal for and subsequent selection of R&D proposals that will contribute to the effective utilization of radio waves.

From March 30 to April 27, 2011, a public appeal was made for R&D proposals for the expansion of radio wave resources in FY 2011, as a result of which seven submissions were received from research institutions including universities and private companies.

2. Results of the selection process

The research institutions selected for each separate R&D subject are outlined in the enclosed document.

The proposals were subjected to a two-step assessment process for enhanced transparency and effectiveness, combining the assessments of several expert assessors (peer review) with a comprehensive assessment from the “Assembly for Assessment of R&D Utilizing Radio Wave Usage Fees,” which consists of specialists and experts, and selections were based on the results of this process.
